Flash Fiction : The colonel by Forche : question please ?

Look at the ears--some pointing up, some pointing toward the ground. What does that imply? Also note the description of the compound he lives in, with the moon described like a bare bulb swinging overhead. I don't think rebellion actually "takes place" in the poem, but it is implied as a probable outcome.
