Odd Bumps on my wrist?

on both my wrists down my arm, in between fingers, under kneecap, some scattered along my back. little bumps in clusters are forming, theyve been there for a year or two. ive tried one kind of cream, but nothing. they dont bleed, or itch. they dont bother me. doctor says might be exzema or something and they will go away, but theyve been there for over a year? slightly red, 1 mm diameter. what are they from?
