Is a dislocated kneecap in a puppy the breeder's fault?

Patellar luxation is not a known problem in the breed. The national breed club does want all breeding stock to be tested for hips and eyes, but the PL test isn't even mentioned as an option. If the breeder is keeping track of her puppies and is truthful about not having knee problems, then this may be an anomaly.
