LA Noire campaign question?

can someone please explain to me this campaign? i do all these cases and convict people, yet the chief keeps thinking that its someone else. now im at the black dahilia murder and he thinks the murder was part of 3 other murders. im really confused and hope that someone can explain it. thank you
